What do you think ”All Free with admission” means?

This phrase was written on the Toronto Zoo's New Year's Eve's events page. To be honest, I love animals and wanted to be a zookeeper or a veterinarian. So my mother found this webpage and said, ‘You get into the zoo for free!’ I took this ”All Free with admission” to mean to the event area, not to the zoo admission fee. But my mother thinks it's free to not only event area but also zoo admission. It certainly feels that correct when translated. I asked my host father and he said he thinks same as my mother. But how can there be no entrance fee during the earning season when there is a New Year's event? Also, the web ticket is 30$ at that day. Hmmm. I wonder if it's free because on Twitter it says "Free with Zoo admission"...?
